Dear Mahatma: Several times a week I exit Interstate 30 at Caddo Valley onto Arkansas 7 North. This requires a left-hand turn onto Arkansas 7. If traffic is backed up in the turn lane, numerous cars will turn right, loop through a service station, and proceed north. Can officers write tickets for such actions? Sitting there waiting my turn and watching these jerks raises my blood pressure. — W.M.
