Dear Mahatma: Perhaps you can explain the mysterious street markings on Kierre Drive in North Little Rock. They are white stripes on storm drains. The street is narrowed by a good five feet on each side. Do they prevent drivers from getting too close to the drains? How could a car be so endangered? — Barbara.
